TL Certification Center (TLC), the former Post and Telecommunication Quality Center, is affiliated to China Academy of Telecommunication Research (CATR). As a Management System Certification and Product Certification body specialized in the field of Post and Telecommunication, TLC was accredited by China National Accreditation Board for Certifiers (CNAB) on December 20, 1996 and was registered by the State General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) on December 26, 1996 (Registration No. SC27). Currently, CNAB is the signatory body of International Multilateral Recognition Arrangement and with whose mark the certifications issued by TLC are widely recognized by national accreditation bodies of most developed countries and many developing ones.

        TLC has been reaccredited by Certification and Accreditation Administration of the People's Republic of China (CNCA) on August 1, 2002. The accredited certification scopes of TLC are Quality Management System (QMS) Certification, Environment Management System (EMS) Certification, Occupational Health and Safety Management System (OHSMS) Certification and Product Certification specialized on post and telecommunication products. Thus TLC has finished registration at State Administration for Industry and Commerce on January 17, 2003.

        Among its operation scope, TLC conducts management system certification, product certification, training and registration for internal auditors in accordance with ISO 9000, ISO14000, OHSMS18000 and Product Standard involved. Meanwhile, being commissioned by the Telecom Administration Bureau of MII (Ministry of Information Industry), TLC is also carrying out the auditing work of the quality system for network access of communication products.

        Thanks to the high recognition and great support from the State General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), Ministry of Information Industry (the former Ministry of Post and Telecommunications) and some governmental department concerned, TLC has made great headway over the years since its establishment.

        TLC clearly sets "STANDARDIZED AND IMPARTIAL, INCORRUPTIBLE AND MAINTAINING SECRECY, PROVIDING All APPLICANTS WITH SATISFACTORY SERVICES" as its Quality Policy. Meanwhile, to conform to the development of the Certification Industry, and especially to meet the requirements of the applicants, TLC shall extend its scope of certification to more extensive and higher technical domain.
